I think the Democrat's idea here would be more along the lines of:I'm going to give you candy, but I'm also going to give candy to the poor kids who couldn't afford Halloween costumes to go trick or treating.Nobody wants lazy people to get free handouts.There should be programs to help the needy, but there should be programs to figure out who's a slacker that doesn't deserve help.
